Chairman campaigns in Budaka & Pallisa districts

Chairman has once again clarified that prices of agricultural produce are controlled by the market forces but not by government.

The National Resistance Movement (NRM) presidential candidate was yesterday addressing thousands of supporters at rallies held in the new districts of Budaka and Pallisa in eastern Uganda.

Speaking to supporters at Budaka district headquarters, Chairman explained that prices of cotton, coffee, vanilla and milk like any other commodity, fluctuate worldwide on account of demand and supply. He described those blame government for the falling prices of cotton as blatant liars. He cautioned the people against such lies that are being peddled by the opposition.

Chairman assured the supporters that NRM has since the days' of the struggle to restore freedom and democracy in the country, stood for the truth. He cited achievements registered in Pallisa in the UPE program and disclosed the NRM new program of Universal Secondary Education to take off in January 2007.

Chairman added that government had also abolished graduated tax, improved the health sector with hospitals in Budaka and Kibuku manned by qualified doctors with operation theatres. He, therefore, called on the people of Budaka district to strongly support NRM candidates in the upcoming national elections.

Addressing another rally at Pallisa town candidate Chairman cautioned the electorate against those who make empty promises. He said that the task of running government requires leaders with a vision unlike the opposition such as UPC that collapsed twice, DP which only pays lip service and FDC which is a group of runaways from NRM.

Chairman told the people of the area that NRM has stayed in power for 20 years because of the strong pillars it has built. He singled out elimination of sectarianism, strong economy and a well disciplined army, among others.

He spelt out the achievements registered in Pallisa by the NRM government that include improved access to safe water currently at a coverage of 43% from 12% in 1986, enrolment of primary school children from 53,000 in 1997 to 160,000 currently as well as the building of more classrooms. He told them that the central government remits Shs.17 billion to Pallisa district annually.

Chairman pledged to tarmac Tirinyi – Pallisa – Kumi road and urged the people of Pallisa to fight poverty by adopting modern methods of farming. He called on them to support NRM candidates in the elections of 23rd February 2006.

Pallisa Movement Chairman Mr. Sulaiman Mujumba assured Chairman of their support in the elections. Over 250 FDC supporters crossed to NRM.

On the way to the rallies, Chairman made stop overs at Kamonkoli, Tirinyi, Goligoli, Butebo, Kaderuna, Bugolya and Iki-Iki to greet supporters who lined up the route to extend their felicitations to Chairman.


Our Vision - Way forward

Environment
We shall continue to implement a strategy of afforestation and reforestation by involving all the local administration, and formulate a policy that will ensure that school children become active participants in tree planting and other environmental issues.  We shall promote the use of brickets as an alternative use to charcoal and wood fuel, with a purpose of slowing down the destruction of our forests.

Development Finance
We shall capitalize the Uganda Development Bank with a view of pursuing long-term borrowing especially in the processing of raw materials and the Housing Finance Company for mortgage financing to the housing sector. We shall further encourage the private sector to invest in mortgage financing.  Similarly, we shall avail micro finance with low interest rates to organized groups, organizations and Savings and Credit cooperatives.

Integration
The NRM Government shall continue all efforts at Regional cooperation and integration in pursuance of bigger market, collective voice and therefore greater bargaining power; effective use of shared resources and infrastructure, as well as collective defense strategy.  We shall continue to be at the forefront in the promotion of regional groups like EAC, COMESA, NEPAD, etc, while maintaining Uganda’s commitment to the observance of human rights and freedom of all the African people.

Economic management
We shall continue to ensure macro economic stability, and we shall target attaining high economic growth rates under the strategy of private sector-led, export-oriented growth with emphasis on value addition to our exports to increase our earnings and create jobs for our youth.  We will support and promote applied market-oriented research geared towards adding value to our products.
