- Continuing to expand and ensure the optimal use of the health infrastructure at sub-county levels and below; the health centre(HC) III should be staffed with enough man power to do clinical work, carry out immunization, deal with maternal health, deal with HIV/AIDS and dispense drugs. Checking for cervical cancer will be intensified and the use of ergometrine medicine for delivering mothers will be made standard requirement so as to reduce the danger of women bleeding to death after delivery
- Provide health workers with decent housing.
- Improve remuneration.
- Pay other allowances to staff working in hard-to-stay areas.
- Eliminate theft of drugs from all Health Centers.
- Improve the method and timely delivery of drugs.
- Remodel and upgrade Mbarara to national referral status.
- Rehabilitate and upgrade Mubende, Kapchorwa and Moroto hospitals toregional referral status.
- Rehabilitate Nakaseke, Mityana, Masaka, Abim, Itojo, Apac, Kiryandongo, Masindi, Kitgum, Anaka, Moyo, Nebbi, Kawolo, Entebbe, Bugiri, Iganga, Jinja and allisa hospitals,
- Construct new hospitals in Mukono and Wakiso districts, at Buwenge, Bukwo and the Municipalities of, Kawempe, Makindye and Rubaga.
- Upgrade the following health centers to hospital status – Bugembe, Masafu, Kyenjojo, Katakwi, Kaberamaido, Nabilatuk, Lyantonde, Naguru and other new districts.
- Improving/complete Health Center IVs (Sub-Hospitals) of Kasanda, Kiganda,Ngoma, Mwera, Kyantungo, Kikamulo, Kabuyanda, Mwizi, Kitwe, Rubare, Aboke, Aduku, Bwijanga, Buliisa, Padibe, Atiak, Obongi, Pakwach, Buvuma, Budondo, Ntenjeru- Kojja, Buyinja, Nankoma, Bugono, Kiyunga, Kibuku and Budaka to support referral hospitals.
- Install solar energy for 156 health centers which are outside the national power grid.
- Improve HC IIs to provide for Maternal and Child Health services-including safe deliveries.
- Continue to supply of medical ambulances and medical equipment to all hospitals and HC IVs and construct Blood Banks for referral hospitals.
- Ensure availability of vaccines and immunization facilities for all target populations up to grass-root level.
- Vaccinate girls for protection against cervical cancer, women of child-bearing age against tetanus and sensitize women to accept to be screened for the disease.
- Eradicate malaria.
- Facilitate diagnosis of Tuberculosis from HC III and above.
- Reduce child mortality from the current 76 to 46 per 1,000 births.
- Reduce maternal mortality from the current 350 to 131 per 100,000 births through obstetric care and male involvement.
- Encourage Public-Private Partnerships in the health sector eg by providing a loan facility to investors in the health sector.
- Introduce a health insurance scheme.
