Expanding education infrastructure; the building of technical vocation schools; continuing to spread schools to all sub-counties; building teacher’ houses; continuing to emphasize science education in secondary schools and universities.

 

Improve the quality of education and strengthen UPE, USE, Tech/Vocational Education.

Universal Primary Education:

Through recruitment of 20,000 teachers to bring down the teacher: pupil ratio from the current 1:57 to 1:45.

  • Introduce refresher courses for teachers.
  • Progressively increase teachers’ salaries.
  • Pay additional allowances to teachers in hard-to-reach areas.
  • Construct additional classrooms.
  • Construct additional teachers’ houses in all primary schools.
  • Provide teaching materials.
  • Continue providing UPE and USE through boarding schools in Karamoja and the Islands because of their unique situation.
  • Ensure no charges are imposed by Head teachers or parents associations in UPE and UPPET.
  • Ensure quality in education through strict inspection, monitoring and evaluation.

USE/BTVET:

  • Construct a seed school in every sub county
  • Old secondary schools will be rehabilitated and centres of excellence in some of the schools will be established
  • Introduce Universal higher education, i.e. HSC (Senior 5 and 6).
  • Construct and equip 475 laboratories and 639 libraries
  • Continue giving incentives to investors in private schools e.g not taxing private schools
  • Progressively improve the curriculum to meet the job market requirements
  • Continue to provide free BTVET and Technical education
  • Construct technical institutes starting with 21 in Amuria, Hoima, Kamuli, Masaka, Ntungamo, Mukono, Nakasongola, Namutumba, Pader, Yumbe, Kiboga, Bukedea, Kyenjojo, Lyantonde, Adjumani, Kitangwenda, Nakaseke, Lt. Col Nasur Amin
  • Subsequently construct 15 technical schools every year.

      Special Needs Education:

      • Improve pupil : teachers ratio to 10:1 in special needs schools. Improve salaries from Grade III to Grade V.

      Public Universities

      • Progressively increase the number of government sponsored students from the current 4000 upwards. Provide a loan scheme to students who are not directly sponsored by government.
      • Increase funding to private universities Upgrade the following;; Arapai Campus under Busitema University to offer Bachelor of Animal Production and Management, Namasagali Campus under Busitema to offer, Bachelor of Science in Natural Resource Economics;; Lira Constituent College of Gulu University to become operational in 2012/13 and to offer degree courses in Nursing;; Public Health and Engineering;; A public University will become operational in West Nile region in 2012/13;; Makerere University Business School will be elevated to a university status in 2012/13;; Start a constituent college in Karamoja;; upgrade Kigumba Petroleum Institute to a public university;; Establish Mbale campus of Busitema university
      • Commit more resources for the uplifting of sports in schools, the sporting groups, and individuals. Provide more resources for the upkeep and development of sporting infrastructure in the country.
